Project Description & Location
MOOV Energy operates a diesel fuel and lubricants storage and distribution facility on property described as Erf 21594, 13 Kiaat Street in Kraaifontein Industria. MOOV Energy proposes increasing their on-site storage capacity of petroleum products by an additional 2 454 m3 to improve security of supply and to optimise logistics efficiency as well as allow for increased flexibility to handle ad hoc/emergency fuel requests. The project will therefore entail the removal of the two existing diesel aboveground storage tanks (ASTs) with a combined capacity of 46 m3 and installation of three new ASTs with a combined capacity of 2 500 m3, with the configuration as follows:
- 2 x 1 000 m3 tanks for the storage of diesel, and
- 1 x 500 m3 tank for the storage of unleaded petroleum fuel.
The existing diesel tanks will become obsolete, own use filling shall be taken from the new diesel storage tanks.
An Application for Environmental Authorisation has been lodged with the Western Cape Department of Environmental Affairs and Development Planning in terms of Regulation 16 of the EIA Regulations (GNR 326, 2017). Basic Assessment procedures will be applied to the application to obtain Environmental Authorisation from the competent authority.
Activities 34 and 51, listed under Listing Notice 1 of the NEMA EIA Regulations, 2014 (as amended, 2017), are the applicable listed activities associated with the expansion and related operation of a facility for the storage and handling of petroleum products by more than 80 cubic metres, and as a result, the need for an Atmospheric Emission Licence in terms of the National Environmental Management: Air Quality Act (Act No. 39 of 2004).
