Barkly East 298: Delivering Civil Infrastructure Under Challenging Site Conditions

Kantey & Templer provided the design and construction supervision of internal civil engineering services supporting a new residential development in Barkly East, Eastern Cape.

Infrastructure projects rarely unfold exactly as anticipated.

At Barkly East Township in the Eastern Cape, Kantey & Templer was appointed to provide the design and construction supervision of internal civil engineering services for a residential development intended to help address the need for housing infrastructure in the area.

The works included the installation of water and sewer reticulation and the construction of internal roads, supporting approximately 298 residential stands.

What began as a relatively defined civil infrastructure project developed into a technically challenging construction programme requiring the project team to respond to difficult ground conditions, changing site requirements and severe winter weather.

Delivering the Core Infrastructure

Kantey & Templer’s civil engineering scope included:

  • approximately 3.5 km of water reticulation
  • approximately 3.7 km of sewer reticulation
  • approximately 3.4 km of internal gravel roads
  • design and construction supervision of the internal civil engineering works

The project required close coordination between the client, contractor, municipality and professional team throughout construction.

Responding to Unforeseen Ground Conditions

One of the most significant challenges encountered during construction was extensive hard rock during trench excavation.

These conditions affected both the methodology and rate at which portions of the underground services could be installed. The project team assessed alternative construction methods, including controlled blasting, while maintaining appropriate technical and safety controls.

Further unforeseen works included the rerouting of a borehole pipeline and the demolition of an existing underground shooting range.

Road construction also required additional intervention when poor subgrade conditions were encountered. A 300 mm pioneer layer was introduced where required to improve formation stability.

Working Through Severe Weather

Ground conditions were not the only challenge.

Heavy snowfall during June and July 2025 created additional pressure on the construction programme and site activities.

Together with unforeseen ground conditions and approved additional works, these circumstances contributed to the original programme extending considerably.

Rather than allowing these changes to become uncontrolled project risks, the team maintained structured monitoring of the programme, technical queries, site instructions, quantities and contractual variations.

Managing Change

Formal change control became an important part of the project.

Additional works were assessed through the contractual variation process, while RFIs, site instructions and action items were tracked to make sure technical decisions were implemented.

Regular technical and progress meetings were used to resolve design queries and interface issues, while quantities and contractor submissions were verified as part of ongoing cost and quality control.

This structured approach helped maintain visibility over programme, cost, quality and risk as conditions changed.

Infrastructure with a Direct Community Impact

The significance of the Barkly East project extends beyond the technical works themselves.

The civil infrastructure created through the project supports the development of approximately 298 residential stands, providing the essential water, sewer and road infrastructure needed for future residential development.

The project also demonstrates the importance of responsive engineering and project management when actual construction conditions differ substantially from initial assumptions.
